The Department of Education’s Office of Federal Student Aid (FSA) announced that servicing of federally held Perkins Loans will transition from ECSI to GCR Servicing over the next several months. The transition is expected to be completed by December 1, 2026.
Schools should note the following dates:
- October 1, 2026: ECSI will stop accepting new or resubmitted Perkins Loan assignment packets. ECSI will continue processing assignments already pending, but submissions received after September 30 will be rejected.
- October 1–November 30, 2026: Schools should hold any new assignment packets or resubmissions during this transition period.
- December 1, 2026: FSA anticipates that schools will be able to begin submitting Perkins Loans for assignment to GCR.
The announcement indicates the Department intends to update the Perkins Assignment and Liquidation Guide by Dec. 1, 2026, to include GCR’s mailing address and other contact information, as well as information regarding the new GCR electronic assignment system.
